The Youth Dialogue Forum is closely following the launch of the structured dialogue process and the debates and differing positions it has generated across the national landscape, culminating in the briefing delivered by the Special Representative of the United Nations Secretary-General before the Security Council.
The Forum reaffirms its responsibility to contribute constructively to pathways toward stability and state-building, emphasizing that the sustainability of any dialogue process depends on its integration within a comprehensive national political process with clear objectives and direction—one that addresses the root causes of the Libyan crisis, ends political and institutional divisions, and unifies legitimacy and decision-making processes. The success of dialogue is not measured by its launch alone, but by its ability to connect to a broader process leading to the end of the transitional phase, the restoration of state unity, and the establishment of legitimate and effective institutions grounded in the will of the Libyan people, in line with international legitimacy and the United Nations’ role in facilitation and support without undermining national sovereignty or decision-making.
Accordingly, the Forum clarifies the following to public opinion:
- The Forum renews its commitment to comprehensive and inclusive national dialogue as a peaceful means to address divisions and build broad national consensus that prioritizes Libya and its citizens.
- The Forum believes that the collective national objective is to achieve a comprehensive political solution that ends the transitional phases and returns authority to the people through free and fair elections that establish stable and effective institutions.
- The Forum does not grant automatic political endorsement to any process before public trust guarantees are ensured. At the same time, it rejects incitement and accusations of treason, adopting instead a constructive monitoring approach based on facts and objective assessment.
- The success of the dialogue depends on its ability to produce added value that brings Libyans closer to a comprehensive settlement, rather than becoming a parallel track that deepens complexity or prolongs the transitional phase. The international role must remain limited to technical support and facilitation without interfering in national choices.
- The Forum links its confidence in the process to the availability of clear standards, foremost among them: linking recommendations to defined responsibilities, publicly announced progress indicators, a timeline for implementation, and a clear connection between this process and ending the transitional phase. It also stresses the need for a clear electoral timetable and rejects transforming dialogue into an alternative to elections or a justification for postponing them.
The Forum also calls on all political and social actors to approach this phase with a spirit of national responsibility, avoid divisive rhetoric and polarization, prioritize citizens’ interests, and commit to dialogue as a means of reaching a comprehensive solution and ending the transitional phase—not managing or prolonging the crisis.
In conclusion, the Libyan Youth Dialogue Forum affirms that its position stems from a higher national interest based on establishing a comprehensive national dialogue that leads to a comprehensive solution, ends the transitional phase through a clear path toward free and fair elections, and restores the unity and effectiveness of the Libyan state.
