Statement by the Youth Dialogue Forum On Political Developments, Unifying National Efforts, Supporting the Electoral Process, and Building a Sustainable State

To the great people of Libya,

In these pivotal moments of our country’s history, and amid the accelerating political developments in Libya —clearly manifested following the milestone of June 18, 2026, which revealed the positions and orientations of all local and international parties—the “Youth Dialogue Forum” rises to meet its national and historical responsibilities, guided by the principles upon which it was founded.

Recent experience has demonstrated that the previous political phase, most recently the one stemming from the dialogue of 2021, has reached the limits of its mandate. It has failed to fulfill its main obligations, namely unifying the security, military, and political institutions, and leading the country to general elections that would end the successive transitional periods.

Faced with this scenario, driven by our profound belief in the ability of the Libyan people—across all segments of society—to navigate the nation toward the future, and affirming that any successful political process must be rooted in the Libyan will, preserve state sovereignty and the independence of its national decision-making, and be coupled with achieving sustainable development whose benefits are reflected in citizens’ daily lives in their daily lives; we hereby announce the following to local and international public opinion:

First: We welcome the progress made by the (4+4) Committee during its session held on June 24 in the Tunisian capital, under the auspices of the United Nations Support Mission in Libya (UNSMIL). We commend the preliminary consensus reached regarding electoral laws and the formation of the Board of Directors of the High National Elections Commission (HNEC). This achievement represents a significant step forward, and we support the Committee’s resolve to continue its meetings next month to build upon what has been accomplished.

Second: We renew our principled support for international, regional, and local initiatives, as well as efforts supporting the Libyan political process. This includes the efforts of the United Nations and the United States of America, and the Declaration of Principles issued by the three Councils, while reserving our right to constructive criticism and demanding course corrections to ensure the participation of civil and youth forces. In this context, we clarify that the Forum’s vision regarding Libya’s international relations is based on full respect for national sovereignty and building balanced partnerships for economic development with the international community.

Third: We emphasize that a genuine and sustainable solution begins with rejecting zero-sum politics and policies of exclusion. We consider “Comprehensive National Reconciliation” an irreversible strategic option. In this regard, we call for strengthening the social dimension by supporting community reconciliation, social justice, women’s empowerment, and the care of the most vulnerable groups, as well as making a tangible transition from power struggles to fair competition in advancing development and state-building .

Fourth: We affirm our rejection of any settlement that bypasses the collective positions of the Libyan people, which are based on: the comprehensive unification of civil and military institutions, the establishment of clear and binding timelines for the transitional period, the finalization of the constitution, and the holding of presidential and legislative elections.

Fifth: The Forum stresses that true stability remains incomplete without adopting a comprehensive set of structural reforms, foremost among them:

Economic and Development Reform: Focusing on improving citizens’ living standards as a fundamental pillar of stability, and integrating a stronger development dimension that centers on diversifying national revenue streams, encouraging investment, and creating sustainable employment opportunities for the youth.
Combating Corruption and Transparency: Incorporating a decisive vision regarding the fight against corruption, enhancing transparency measures, and misuse and misappropriation.
Reforming Basic Services: Giving utmost priority to reforming vital service sectors that affect citizens’ daily lives, particularly electricity, healthcare, education, and water.
Governance and Administrative Reform: Emphasizing the importance of good governance, comprehensive administrative reform, and accelerating the pace of digital transformation to develop state institutions and elevate their efficiency.

Sixth: The Youth Dialogue Forum as an active national youth component and a platform seeking to contribute to supporting the political process, announces its full readiness to engage in all upcoming milestones to help lead Libya toward free and credible elections. We emphasize here the necessity of highlighting and activating the role of the youth—not merely as tools in the electoral process, but asequal partners and future leaders in decision-making, development, and the building of modern state institutions.

In conclusion, we call upon all civil, political, and youth forces to unite their efforts and work collaboratively to support this clear and comprehensive national project, which ends the state of division and lays the foundation for a stable, prosperous, and sustainable future worthy of the sacrifices of the Libyans.

May ALLAH protect Libya as a free, united, and stable nation.
